Bonjour!

Global bloody warming? I think not! There was I expecting a forecasted inch of snow over Sunday/Monday night and by the time I got up there was five and by the end of it there was 10. It is now melting in the brilliant blue sunshine. The same weather website says it won't get above zero until next Tuesday (hoorah! 12 degrees predicted). I drove to Limoux yesterday just to see how some of the rest of the local world were getting on. On the way back the wind had got up and at exposed points I was confronted by white-outs of blown snow, somewhere between how I would imagine crossing the Pennines to be or driving past a series of ski slope snow-blowers. Isn't the Tan Hill Inn somewhere around there? Sorry I'm from the South! You may remember a group of people were stuck there for days, snowed in over New Year.

Do you remember this man who did an ad for Everest double glazing in that very pub? Oh I digress. I have to imagine all this because not only am I from the South but also have vertigo. After 50 meters it stopped and all was fine. There were terrible tales of airport closures and pretty much everything else. The Montagne Noire are now officially the Montagne Blanche I hear. Maybe it's totally correct and the IPCC and all those scientists have been sexing up the Weather of Mass Destruction documents.

I hope people aren't trying to use their GPS in on whatever roads are still intact in Concepcion, Chile. If the town has moved 10 feet then I don't think it will be very useful. Talking of natural disasters as I seem prone to be doing, I was looking back to the flyer last year for Toques et Clochers information and noticed an event that had been on in Carcassonne featuring 3 choirs, it was a benefit for Haiti...

I was recently contacted about an event for St Patrick's Day, which was being run with some money being for the benefit of... yes, you guessed it Haiti. (I am not saying there is anything untoward about what money is being given) I just can't see the connection and think that maybe along with cost-cutting, benefits for the Beeb are the way to go.

Following the success of his work on the Buena Vista Social Club project, Ry Cooder has been conscripted by The Chieftains to work on an album and potentially a tour. The subject of this set of recordings is the St Patrick's Battalion, its title San Patricio. These Irish soldiers deserted from the US side to join the Mexicans while the two countries were having a war in the 1840's. The Americans called them mercenaries and the Mexicans hailed them as soldiers fighting against an unjust invasion. There were some other nationalities deserting but I guess for the sake of an album and a way of making Mexican and Irish traditional music meld it's not a bad story. The album was out on Monday.

I do receive a lot of mails and a lot of it is total shiv (see predictive text video below) how many aloney business cards could I possibly need you've been selected to receive 250 FREE Business Cards + a FREE Holder. I don't care if they have nothing on the back or the front I just don't want any, right!

I had a few daffodils just about to come out before the snow - not many. I have never had many here. Why? Because they are always sold in such silly small quantities rather than by the kilo or in large bags. The next plant swap is April 18th and for the one in October I am thinking of importing a pallet load - if people want them. A sort of group purchase. If interested let me know (email) and I will advise a guide price from which you can place orders. Then this time next year, weather permitting, your gardens will be a blaze of colour.

Strike news. Tomorrow its GPs. They want cash to improve surgeries and employ more support staff and the government want to save money by using the electronic Carte Vital system rather than issuing brown bits of paper.
On Thursday it's the rubbish collectors turn. How democratic.

Don't try to drive between Perpignan and Spain tonight, the Last FROGBUS from Perpignan to Girona is at 17h45 this evening due to traffic problems at the French/Spanish border. Girona - Perpignan timetable is unaffected.

Toques et Clochers, Couiza 27th March

This year, on the 27th and 28th of March 2010, Limoux celebrates the restoration of the tower of Saint-JeanBaptiste in Couiza.

The auction and the Gala Dinner will be presided over by Massimiliano Alajmo, the youngest Italian chef to receive 3 Michelin stars and the youngest ever world wide when he first got them in 2002

The flagship is Le Calandre di Rubano in Sarmeola di Rubano just outside Padova but with his family have I think four other properties. This third generation head of operations must have his work cut out taking care of all that lot. One of his signature dishes apparently is Cuttlefish Cappuccino, yes I am sure it's delightful but maybe wrongly named

Trying to plan your day? I think the Saturday kicks off at 10am Mass at 11am and then its tasting, music and food until you can't get a bus back to the car parks (about midnight). Hopefully I will be able to give you more details in the next Flyer. If it carries on with this weather there shouldn't be an issue of chilling the four terroirs of Chardonnay.

Traffic info The RD 118 will be closed to traffic. A detour will be set up in Limoux and Quillan directing traffic through Chalabre in both directions. Quillan Side traffic will be stopped at the Pastabrac roundabout Intermarché side. Limoux traffic will be stopped at the intersection of Veraz, Traffic lights will send you to Veraz, Terrolles, Valmigère, Arques Rennes les Bains, Bugarach and beyond to Quillan. Only vehicles displaying a pass will be allowed continue to Couiza to park in designated locations. Espéraza side, traffic will be stopped at the crossing of Antugnac, Montazels will be served by way of Fontvieille and the Montazellois having a pass issued by the mayor. Finally shuttles will be run - Couiza Limoux, Quillan-Couiza, Stonetalon Couiza and Rennes le Chateau Couiza.

The answer is on Saturday 27th don't go south from Limoux or north from Quillan

Dance lovers in the Aude and Ariege are going to be thoroughly spoilt this summer with a weekend of dance related events. Firstly, there is going to be a stunning evening performance of classical and contemporary dance with guest dancers from the Royal Ballet, London, in the grounds of the Abbey in Lagrasse on Saturday 17 July 2010.

In addition, members of the Royal Ballet will be holding two workshops, in French and English. They will be led by David Pickering, Soloist and Artistic and Education Coordinator with the Royal Ballet and French dancer, Ludovic Ondiviela. The first will be a creative workshop for families and everybody is welcome to join in. The second workshop will be a professional ballet technique class for aspiring young dancers male and female aged 12+. There will be a charge for this more advanced class. Details of the logistics are stlll being worked out and Places will need to be reserved in advance and will be allocated on a first come, first served basis.

Referring to foie gras and KFC coming to Carcassonne. Many, many years ago, Mac D's opened up the first of the two fast-food take-aways in Brive, 19 Correze. It was situated about 400 meters from a foie gras transformation factory of BIZAC, a well-known local factory (and no transport costs).
On the opening week's menu one could buy a foie gras Big Mac with a glass of Loupiac wine for 35FF. I know "cause I was there!"

Inflation figures are not true - I remember that when I first came to live in France 44 years ago, the cost of most things in French Francs then have not changed at all, just the letters FFs into €s!

If you know anyone in Quillan, many, many years ago (?30) an English couple the wife was called Janet bought an old "château" - approx. 17/18c) just outside of Quillan, and I think the "château" was nearer to Ajat and I remember a cliff face at the back of the building! They bought it after being "done" by an estate agent in Bristol. We went to visit them but they became ill and we lost touch. Anyone know the end of their story? (Sorry, I've just seen the number of old chateaux around Quillan and think it is not an easy quest!)

Some Ryanair good news

My wife and daughter were due on the Carcassonne/Liverpool flight which was cancelled this morning. In fairness to Ryanair, they booked them onto a Girona flight tomorrow returning a day later than planned on Monday. This was done at no extra cost in spite of the internet price of the new flights being north of £600.

Reference the cost of transfers to/from Toulouse Blagnac. I looked into this some time ago when the alternative was leaving a car at the airport for 2 plus months and concluded that the cheapest way was to hire a car. Pick up at Carcassonne (not the airport) and hand back at Blagnac. Even with the charge for drop off at a different location it was the cheapest option.

I have never needed a television license even when I lived in the UK (was regularly harassed by the licensing authorities, but that's another story.) And hence, although I listen to Radio 4 2-3 hours a day I pay nothing! When I was resident in the UK I even tried to pay something, but they said that there "was no mechanism" for doing this. I think its about time they started a "mechanism". I would gladly pay say €50/year on a voluntary basis if I knew that it was going towards good program making. Say 100,000 people world-wide = €1,000,000 even at only a tenner a year - that's one good solid hour long radio prog a week! They could call it the "Voluntary contributors bullshit detection agency", snappy title eh! Come to think of it I'd be happy to make it for them.

We bought several things but have only managed to sample the Pork Pie which we shared with a couple of others. General consensus was that it was very good if perhaps slightly too salty. The other couple tried a steak and kidney pie which they recommended as well as sausages. We will certainly buy from him in the future but would prefer to do it on the spot, so if he is going to be there once a month as a rumour suggests, so will we.

New Tax Planning Opportunities For British Expatriates - QNUPS

On the 15th February 2010, a new UK HM Revenue & Customs (HMRC) statutory instrument came into force, the implications of which create significant opportunities for British expatriates to save local taxes in France as well as UK inheritance tax (IHT).

The UK legislation has now created a new type of trust known as Qualifying Non-UK Pension Schemes (QNUPS) - which should not be confused with Qualifying Recognised Overseas Pension Schemes (QROPS).

As pension schemes are one of the key ways that most governments incentivise their citizens to save for their retirement, the tax rules are generally more favourable than other investment structures.

The problem for most retired expatriates is that they believe that their days of being able to put money into pension schemes are behind them; however QNUPS may significantly change many retired expatriates' view on this.

Firstly, there is no maximum age at which you can invest in a QNUPS.

Secondly, you do not need to have any earned income from an employment in order to make a contribution.

Thirdly, there is no maximum contribution that can be made into a QNUPS.

The rules are sufficiently flexible to allow someone who is 85 years of age and has been retired for 25 years to put large investments into a QNUPS and immediately create significant tax advantages for themselves.

So what benefits do QNUPS give to retired British expatriates?

Since the beginning of February and throughout the season, Victor-Nicolas Fournier, private secretary to Pierre-Paul Riquet, tells the fabulous story of the construction of the Canal Royal des Deux Mers.

In period costume, he recounts the life and work of RIQUET in great detail with anecdotes, Victor-Nicolas Fournier, weekends public holidays and school holidays, he performs from March 31 twice day (1430 and 1700) and from April 1, three times a day (11h00, 14h30 and 1700).

Bingo...

... or as some of you may know it "housey housey" or indeed Loto as it is in this part of the world has been around for nearly 500 years?

I had to look after I had attended the village Loto here in Routier.

I also found the list of cals in British bingo, you know legs eleven and those, and did you know Number 9 Doctors orders, is becauseNumber 9 was a laxative pill given out by army doctors in WWII.

Not a Loto people know that!

Origins of Bingo - The Early Roots

Bingo as we know it today is a form of lottery and is a direct descendant of Lo Giuoco del Lotto d'Italia.When Italy was united in 1530, the Italian National Lottery Lo Giuoco del Lotto d'Italia was organized, and has been held, almost without pause, at weekly intervals to this date. Today the Italian State lottery is indispensable to the government's budget, with a yearly contribution in excess of 75 million dollars.

In 1778 it was reported in the French press that Le Lotto had captured the fancy of the intelligentsia. In the classic version of Lotto, which developed during this period, the playing card used in the game was divided into three horizontal and nine vertical rows. Each horizontal row had five numbered and four blank squares in a random arrangement. The vertical rows contained numbers from 1 to 10 in the first row, 11 to 20 in the second row, et cetera, up to 90. No two Lotto cards were alike. Chips numbered from 1 to 90 completed the playing equipment. Players were dealt a single Lotto card, then the caller would draw a small wooden, numbered token from a cloth boag and read the number aloud. The players would cover the number if it appeared on their card. The first player to cover a horizontal row was the winner.

In the 1800's educational Lotto games became popular. A German Lotto game of the 1850s was designed to teach children their multiplication tables. There were other educational Lotto games such as 'Spelling Lotto,' 'Animal Lotto,' and 'Historical Lotto'. Even in today's highly competitive toy and game market, Lotto is holding its own; Milton Bradley sells a Lotto game featuring the Sesame Street Muppets. The game is designed to provide children in the 3 to 6 year age range with a splash of fun while, at the same time, teaching them to count and recognize numbers.

"Beano" It was an evening in December of 1929 when a very tired New York toy salesman, Edwin S. Lowe, decided to drive on to Jacksonville, Georgia so that he might have an early start for his next day's appointments. The year before, with two employees and $1,000 capital, Lowe had set up his own toy company. Soon after, the market crashed and the outlook for his budding firm looked bleak indeed.

A few miles from Jacksonville, Lowe came around a bend in the road and was greeted by the bright lights of a country carnival. he was ahead of schedule, so he parked his car and got out. All of the carnival booths were closed except one, which was packed with people. Lowe stood on tiptoes and peered over the shoulders of the participants. The action centered on a horseshoe shaped table covered with numbered cards and beans. The game being played was a variation of Lotto called Beano. The pitchman, or caller, pulled small numbered wooden disks from an old cigar box and, at the same time, called the number aloud. The players responded by eagerly checking their card to see if they had the number called; if so, they would place a bean on the number. This sequence continued until some someone filled a line of numbers on their card - either horizontally, vertically or diagonally. This feat was marked by the shout of "Beano!" The winner received a small Kewpie doll.

Ed Lowe tried to play Beano that night, but, he recalls, "I couldn't get a seat. But while I was waiting around, I noticed that the players were practically addicted to the game. The picthman wanted to close up, but every time he said, "This is the last game", nobody moved. When he finally closed at 3.00 a.m. he had to chase them out."

After locking up, the pitchman told Lowe that he had run across a game called Lotto while traveling with a carnival in Germany the previous year. His immediate thought was that it would make a good tent or carnival game. He made a few changes in its play, and a change of the name to Beano. The game proved to be such a surefire crowd pleaser and money maker that on his return to the United States, he continued to work the game on the Carnival circuit.

Bingo Returning to his home in New York, Lowe bought some dried beans, a rubber numbering stamp and some cardboard. Friends were invited to his apartment and Ed Lowe assumed the pitchman's duties. Soon his friends were playing Beano with the same tension and excitement as he had seen at the carnival. During one session Lowe noticed that one of his players was close to winning. She got more excited as each bean was added to her card. Finally there was one number left - and it was called! The woman jumped up, became tongue tied, and instead of shouting "Beano" stuttered "B-B-B-BINGO!"

"I cannot describe the strange sense of elation which that girl's cry brought to me," Lowe said. "All I could think of was that I was going to come out with this game, and it was going to be called Bingo!"

The earliest Lowe Bingo game in two variations - a twelve card sert for one dollar and a two dollar set with twenty-four cards. The game was an immediate success and put Lowe's company squarely on its feet.

Although the name Bingo could very well have been trademarked, the game itself, having come out of the public domain, had little chance of being protected. Imitators came out of the woodwork once the success of Lowe's game was evident. Lowe was very gracious about the whole affair. He asked his competitors to pay him a dollar a year, and to call their games Bingo, too. A small price to pay to avoid litigation - and this the name became generic.

Bingo Cards and Insane Mathematicians

Several months after Bingo hit the market, Lowe was approached by a priest from Wilkes-Barre, Pennsylvania. The Father had a problem in his parish. A fast thinking parishoner had come up with the idea of using Bingo as a way to get the church out of its financial troubles. The priest had put the scheme into operation after having bought several sets of Lowe's $2.00 Bingo game. However, problems developed immediately when it was found that each game produced half a dozen or more winners. Lowe could immediately see the tremendous fund raising possibilities of Bingo, but at the same time, he realized that to make the game workable on this large of a scale, a great many more combinations of numbers would have to be developed for the cards. To accomplish this, Lowe sought the services of an elderly professor of mathematics at Columbia University, one Carl Leffler. Lowe's request was the the professor devise 6,000 new Bingo cards with non repeating number groups. The professor agreed to a fee that remunerated him on a per card basis. As the professor worked on, each card became increasingly difficult. Lowe was impatient, and toward the end the price per card had risen to $100. Eventually, the task was completed. The E.S. Lowe Company had its 6,000 cards - at the expense of the professor's sanity!

The church of Wilkes-Barre was saved and after it, a Knights of Columbus Hall in Utica, New York. Word spread fast - "I used to get thousands of letters asking for help on setting up Bingo games," said Lowe - so many that he published Bingo's first Instructional Manual. This effort was followed by a monthly news letter called The Blotter (absorbs all Bingo news) which was distributed to 37,000 subscribers. By 1934 there were an estimated 10,000 Bingo games a week, and Ed Lowe's firm had a thousand employees frantically trying to keep up with demand - nine entire floors of the New York office space, and 64 presses printing 24 hours a day "... we used more newsprint than the New York Times!" According to Lowe, the largest Bingo game in history was played in New York's Teaneck Armory - 60,000 players, with another 10,000 being turned away at the door. Ten automobiles were given away. Bingo was off to a fast start, and at the same time, had reserved itself next to baseball and apple pie - thanks to Ed Lowe and the loss of Professor Leffler's sanity.
